摘要
知识经济是学习型经济 ,要求科研人才不断学习更新知识和技能。调查显示 ,6 3%的科技人员感到自己所掌握的专业知识不能满足目前工作的需要 ,希望能够获得知识更新的机会 ,希望政府能够从制度上保证科研人员接受知识更新的机会 ;科研人员目前最希望得到补充的新知识主要是本专业新知识 (占 59% )、计算机 (占 51% )和外语 (4 4 % ) ;大多数科研人员都希望能够有相对集中的时间系统地接受知识更新 ,54 6 1%的人希望采用半脱产的形式接受知识更新 ,30 99%的人希望采用脱产形式 ,只有 14 4 %的希望采用业余形式接受知识更新 ;当务之急是落实知识更新制度 (6 3% ) ,其次是增加知识更新经费 (53% )和提高领导认识 (4 4 % )。为此 ,应当更加重视科研人才的知识更新和技能更新 ,从政策、组织和制度上保证科研人员的知识更新。
Knowledge economy is a learning economy, in which R&D staff is key factor. The R&D staff must constantly renew their knowledge and skill. Investigations show that: 63 percent R&D persons think their professional knowledge can not meet their present work. They want to get the chance of knowledge renewal. Furthermore, they expect the government set up institution to assure they can get the chance of knowledge renewal. Now the new knowledge that the R&D persons want most focus on: new professional knowledge (59%), computer knowledge (51%) and foreign language (44%). Most R&D persons expect to renew their knowledge systematically in concentrative time: 54.61 percent want to take part-time way; 30.99 percent want to take full-time way; only 14.4% want to take amateurish way. The urgent measures are to set up knowledge renewal institution, to increase the budget for knowledge renewal and to renew leaders' ideas. Consequently, we should attach more importance to the knowledge renewal and skill renewal, and assure R&D staff's knowledge renewal in policy, organization and institution.
