摘要
根据我国国情,分析了水生态文明的基本特征及内涵,提出人民安全和幸福生活、水资源可持续利用和水生态系统良好3个目标11个指标,初步探讨了水生态文明建设的方法和步骤。分析表明:为了实现水生态文明,不仅应该将其放在水利工作重要方面,而且3个目标同等重要,制度建设、生态伦理和水环境水生态修复是水生态文明的主要工作,生态修复不仅要充分尊重自然规律,而且需要认识到其复杂性和长期性。
The characters and connotation are analyzed based on our national conditions, and 11 indexes indicated the 3 goals, people security and happiness, water sustainable utilization and healthy water ecosystem are proposed. Furthermore, the methods and procedures are discussed. To realize water ecological civilization, not only water conser- vancy should be emphasized, but also 3 goals should have the equal importance. Institutional improvement, ecological ethic and water environment and ecology restoration are main contents of water ecological civilization. Water restora- tion should not only be respected by natural law, but also its complexity and chronicity should be realized.
