摘要
本文按照风险识别、风险评价、风险防范的思路对现阶段民办高等学校办学风险管理的全过程进行探讨。通过专家征询科学识别出政策风险、市场风险、管理风险、质量风险、财务风险等共五大类、十五个子类的潜在办学风险因素,然后综合运用AHP层次分析法对各类风险进行风险权重的评价与分级,并针对强度风险、半强度风险及弱度风险从政府管理的视角进行创新的制度设计。
This article according to the thought of risk identification, risk assessment, and risk prevention discuss the risk management process on current non-government university. Through expert consultation to identify the policy risk, market risk, management risk, quality risk, financial risk, a total of five risks, fifteen subclasses of potential risk factors; Application of AHP analytic hierarchy process to evaluate and classify for various types of risk weight, and make innovation system design for strong risks, half strength risks and weak risks from government management perspective.
