摘要
对农村或城市薄弱地区学校教师实施特殊津补贴政策是许多国家吸引和鼓励优秀人才到艰苦边远或薄弱地区学校任教的普遍做法。综合各国政策可见,通过建立分档差额补助系统,明确责任和执行主体,并以法律形式予以规范保障,有利于促使系统内艰苦边远地区教师待遇的提高,并促进这些地区吸引和留住更多优秀教师资源。
Abstract:It's the common practice in many countries to attract and encourage outstanding teachers to work in the schools in hard and remote areas by implementing special allowances and subsidies policy. National policies indicate that it's conducive to increase the pay of the teachers in the areas far from the center or of hard situation via classifying allowance and subsides, as well as a clear responsibility and implementation, all of which should be guaranteed by legislation, to make sure the areas attract and retain more outstanding teachers.
