摘要
为了充分利用历史和现实条件,进一步推进我国与中亚国家的能源合作,有必要科学合理地构建我国与中亚国家的能源合作机制。本文认为,使中亚国家成为我国稳定的油气能源供应地之一、合理利用中亚国家在国际能源市场中的定价地位、维护我国西北边疆稳定并带动我国西北欠发达地区,尤其是促进新疆能源经济的发展是构建该机制的动因;同时,该机制的构建也有跨境油气管道的物质基础、政府间协议的法律基础和正在实施共赢合作项目的现实基础;此外,该机制的构建还可以充分利用上合组织框架协议和CAREC机制等重要平台。最后,本文就该机制的建立提出了初步设想。
In order to further promote energy cooperation between China and Central Asian countries on the basis of taking full advantage of the historical and actual conditions, it is necessary to scientifically and reasonably construct energy cooperation mechanism between China and the Central Asian countries. This paper argues that making Central Asian countries become one of our stable supply base of oil and gas energy, rationally using the pricing position of Central Asian countries in the international energy market, maintaining the stability of China＇ s Northwest Frontier, and promoting the development of the Northwest underdeveloped areas, in particular to promote Xinjiang Energy economic development are the motivations to build the mechanism ; At the same time, the construction of the mechanism also owns the material basis of the cross - border oil and gas pipelines, the legal basis of the intergovernmental agreement and realistic basis of winwin cooperation projects are being implemented. In addition, the construction of the mechanism can also make full use of the important platform of the SCO and the CAREC. Finally, this paper proposes some initial ideas about the mechanism.
