摘要
我国新时期城镇化发展的最大瓶颈是农民异地搬迁进城滞后。近年来,浙江省龙游县在组织贫困山区农民搬迁进城的过程中,通过政府组织和服务,引入市场化运作,盘活城乡资源,创造了一个政府引导、组织、服务、管理农民进城的新模式。从龙游县的探索实践看,政府在农民进城中主要扮演调查规划者、建房安居者、就业创造者、确定服务标准者、提供基本服务者、城乡挂钩者、资产保护者、利益平衡者的角色。今后10年,组织推进农民异地搬迁进城将是时代主题,建议加强政府组织领导;引入政策性公司,强化市场化运作;实行城乡发展挂钩,用好土地指标;促进社会广泛参与,分解搬迁成本;深化城乡综合配套改革,推动管理创新。
The biggest bottleneck in the development of new period of China's urbanization is the farmer relocation to lag. In recent years, in the process of farmers moving into the city, through the government organization and services, the introduction of market operation and the revitalizing urban and rural resources, Longyou County has created a new model of a government guidance, organization, service, management of farmers. From the practice of Longyou County, the government plays the survey planners, housing, job creators, and settlers determining service standards, supplier of basic public services, asset protector and balancer of interests. In the next 10 years, promoting the farmers into the city will be the theme of the times. Therefore, we should strengthen the government organization and leadership, lead into the policy company, strengthen the operation of the market, let urban and rural development linked, good use land indicators, promote social participation, decompose relocation costs, deepen the urban and rural comprehensive reform and promote management innovation.
