摘要
借鉴组织社会学者的观点,本文提出"外部约束性"的概念,并以此为视角分析农村基层政府组织行为异化现象的外在动因。当前,农村基层政府组织行为异化与宏观"三农"战略政策的"倒逼"、"压力型"政治承包机制、基层官员政治晋升竞争的"挤压"、村自治组织的软性约束以及乡村强势利益群体的"俘获"等这些外部约束性动因相关联。
An organization is affected and restricted by the external institution and environment factors,which is a basic contention of organizational sociology theory.According to the view,the paper puts forward a concept called'external constraint' in order to analyze the motive reasons to the rural grassroots governments' dissimilation behaviors from the perspective.Currently,there has been a close association between the grassroots-government behaviors' dissimilation and the present'San-Nong' strategic deployment policies'slashing','forcing type' political contract mechanism,political promotion competitions of grassroots officials,the soft-restriction of the villagers' autonomy organization,the powerful interest groups' 'capture' and so on.
