摘要
水土流失治理是一个综合性的问题,把水土流失治理与区域综合开发结合起来,是实现全面协调可持续发展的必然选择。以南方水土流失治理的典范——长汀县为例,基于区域综合开发的视角,总结了长汀县水土流失治理的做法及特色,从经济、政治、文化、社会、生态5个层面分析了水土流失治理的效益,并针对目前存在的问题,提出了推进水土流失治理与区域综合开发的对策,其具体包括发挥规划的引导作用、形成分类推进的格局、打造生态建设的经济支撑、推进民生的建设与改善、创新多元参与的投入机制、加强治理与发展的保障建设6个方面。
Controlling soil and water loss is a comprehensive problem. Combining controlling soil and water loss with regional comprehensive development is the inevitable choice to realize comprehensive, balanced and sustain- able development. This paper takes Changting County---the model of controlling soil and water loss in South China as an example to summarize the methods and characteristics of controlling soil and water loss, based on the regional comprehensive development perspective, it analyze the benefit of controlling soil and water loss from the level of economic, politics, culture, society and ecology. Meanwhile, it put forward the countermeasures of promoting water loss and soil erosion control and the regional comprehensive development aiming at the existing problems. It specifically included playing planning guidance, form the patterns of classification propulsion, build- ing the economic support of ecological construction, promoting the construction and improve of people＇s liveli- hood, innovating investment mechanism of multi-body participation and strengthen security construction of gover- nance and develooment.
