摘要
介绍了逻辑框架法的基本原理,以长江三峡工程重庆库区涪陵区移民安置为例,采用此方法进行移民安置效果评价。通过对涪陵区移民安置规划目标、项目目的、项目产出、项目投入及项目可持续性等五个方面进行分析,评价结果为移民生产生活水平较搬迁前有所提高,移民区社会总体稳定,移民工程促进了涪陵经济和社会的发展,工程的建设未对环境造成负面影响。评价结论为涪陵区移民安置目标实现,效果良好,项目成功,具有较好的可持续能力。
The basic principle of the logic framework method is introduced.Taking the resettlement in Fuling District of Chongqing of Three Gorges Project on Yangtze River as an example,the resettlement effects are evaluated by use of the logic framework method.From five aspects of planning objective,project,input,output and sustainability of the resettlement in Fuling district,the evaluated results indicate that the migrants' living level is higher than that before their relocation.The whole society is generally stable.The resettlement project has promoted the development of economy and society in Fuling District,and it does not have a negative impact on the environment.A conclusion is drawn that for the object of the resettlement in Fuling District is realized,the effects are satisfactory,and the project is successful and has better capacity of sustainable development.
