摘要
实现残疾人就业福利的供给与满足,是推动其由"被动接受的受救助者"向"积极参与的共建共享者"转变、由背负"福利污名"标签的弱势群体向积极发挥自身优势的自助群体转变的重要一环。本文通过对我国残疾人就业政策的现实考察,在总结西方实现残疾人就业福利先进经验的基础上,从理念创新、顶层设计、路径安排这三个维度对我国残疾人就业福利进行了政策重构与耦合。
It' s significant to supply and satisfy the employment welfare for disabled people for their transition from "the passive succoured" to "active constrncter and sharer", and from vulnerable groups with the label of "welfare stigma" to self help groups actively exerting their advantages. This paper inspects the cur rent employment policies for the disabled and summarizes the advanced experience of the western developed countries, on the basis of which reconstructs and couples China' s policies from the perspectives of ideal inno vation, top level design and path arrangements.
