摘要 在全球共同应对气候变化和控制温室气体排放的背景下,CCUS技术得到了各国的广泛关注。本文对CCUS的定义、起源、国际社会的发展概况(包括核心技术、国际合作等)、世界主要国家(包括我国)的相关政策法规和示范推广活动进行了调查研究分析。结论认为,目前CCUS技术的市场和商业普及尚不成熟;该技术主要由发达国家推动;各国面对该技术既存在共性问题,也有特性问题。建议我国抓住经济转型和产业升级带来的机遇,正视发展该技术所存在的问题,继续强调利用环节,积极进行统筹规划。 In the context of global addressing climate change and controlling greenhouse gases, the carbon capture, utilization and storage (CCUS) technology has received lots of attention from countries. This paper investigates and analyzes the definition, origins, development status (including core technology, international cooperation, and etc.), and related policies and demonstration activities in major countries (including China). The results show that the current market and conditions for commercial deployment of CCUS technology are not mature, and mainly driven by developed countries. There exist common and also special problems when different countries are promoting this technology. It is suggested that China should take the opportunity of economic transformation and industrial upgrade to positively face the existed problems for developing this technology, continuously put its focus on the utilization of technology, and actively carry out the comprehensive planning.
