摘要
如果關心國家政體的話,不免要問政體從何而來,它的正當性、合法性何在？我們從心底裏能不能接受它,是被迫的、無奈的,承認這樣一個政體,還是心悅誠服地擁抱這樣一個政體。要回答第一個問題,就要引入兩個概念,一個是國家理性、一個是公民理性。要解釋清楚國家理性、公民理性,就需要將視野放寬,格局擴大,從中國近代轉型173年的歷史思考這一問題。
If you are interested in form of government, it is necessary to ask where it is from and its validity and legitimacy. Whether we can accept it from the bottom of our heart？ Whether we are forced or reluctant to recognize it or we embrace it wholeheartedly without any doubt？ To answer this question, two concepts should be introduced which are state rationality and individual rationality. We need to broaden our horizon to clearly explain state rationality and individual rationality in the 173 years＇ history since China＇s transformation in modern times.
