摘要
社会稳定风险评估制度已经在全国范围内建立起来,各地基本上都是在政府相关部门的主导下,针对项目或决策的合法性、可行性、合理性、安全性等内容实施评估。这种做法没有严格遵循风险评估的要求,其科学性、严谨性均需大力提高。应以风险为核心设置评估指标,将风险与政府风险控制能力分别评估,在此基础上,确定实际风险值。在评估过程中,要提高评估主体的中立性和专业化程度,区别事项与方案,通过建立案例库增加客观信息来源,还要考虑事项的重要性程度等因素。
Social stability risk assessment system has been established around the country. The dominant practice is that relevant government departments implement the risk assessment on account of the project's legitimacy, rationality, feasibility, security, etc. This practice does not strictly follow the requirements of risk assessment and it is urgent to improve the assessment's scientifidity and rigorousness. We should set an index system around the risk and determine the actual risk value on the basis of assessing the risk and government ability of risk control independently. In the process of evaluation, it is important to improve the assessment subjects's degree of neutrality and specialization, distinguish the event from the program, and build a case bank to add more objective information as many as possible. It is also important to consider the degree of importance of the subject, etc.
