摘要
澳大利亚是太平洋和印度洋地区的重要国家之一,一度因其议题倡导能力而位居中等强国前列。随着中国快速崛起而来的中美权势转移、亚太地区主义进程的迟滞以及以中印为代表的新兴大国群体性崛起,澳大利亚的国际战略空间受到前所未有的挤压。面临这一严峻挑战,澳大利亚近年来逐渐将视野转向印度洋地区,将该地区当作其摆脱战略空间压缩和应对国际体系转型的新的战略增长点。这一新的战略思维既立足于澳大利亚在印度洋地区的既有利益,也缘起于印度洋地区日益重要的战略地位。展望未来,澳大利亚的印度洋战略将围绕三个方面展开:通过强化与印度洋地区主要国家的双边关系,开拓新的战略空间;促进印度洋地区一体化进程,恢复澳大利亚的议题倡导能力和中等强国地位;强化澳大利亚在西海岸地区的海上力量,凸显其战略存在。澳大利亚探寻体系转型中的战略增长点的努力,既为中澳关系的未来发展提供了新的空间,也为中国应对国际体系转型的努力提供了有益启示。
Australia is one of the important countries in the Pacific and Indian oceans. It used to be a leading middle power due to its power of rule-setting. Nevertheless, Australia’s international strategic space is unprecedentedly squeezed due to the balance of power shifting in respect of China and America, the stagnant process of the Asia-Pacific regionalism, and the rise of the emerging powers with China and India of the most representative. For that matter, Australia is turning to the Indian Ocean in recent years and regards it as a new strategic potential to stop the dwindling of its strategic space and to respond to the transition of international system. This new strategic thinking started from its vested interest in the Indian Ocean region as well as the growing importance of the region. The strategy will unravel in the following aspects: to strengthen bilateral relations with major countries in the regions, to push for integration process in the region to resume Australia’s ability of rule-setting and middle power status, and to step up Australia’s maritime power in the western coast of the Ocean. Australia’s effort to explore its strategic potential in the transition of the international system provides Sino-Australian relations with new room for their future development and enlightens China in its responding to the transition of international system.
