摘要
碳交易是采用市场手段促进节能减排的重要方式,国家发改委2011确定在北京、天津、上海、重庆、湖北、广东、深圳等七省(市)开展碳排放权配额交易试点,并将于2015年在全国范围开展。本文通过对目前国际上主要碳交易市场架构和相关标准的研究,分析国际成功运行的碳交易市场体系,对其相关标准、减排目标制定、配额分配、市场监管等进行解析。总结并分析了我国碳交易的现状,结合我国国情和国际碳交易的经验,对我国如何建立碳交易制度和标准体系提出了建议。
Carbon emission trade is a market-bascd way to promote energy saving and emission reduction. In 2011, the National Development and Reform Commission of China determined to launch pilot carbon emission trade projects in Beijing, Tianjin, Shanghai, Chongqing, Hubci, Guangdong and Shenzhen, and spread throughout the country in 2015. This paper analyzes main international carbon trading market structure and relevant standards, introduces the status of Chinese carbon market, and gives a few advices on Chinese carbon market establishment.
