摘要
中国正在由"制造业大国"向"制造业强国"迈进,制造业转型升级迫在眉睫。然而,中国制造业在全球价值链分工中处于低端环节,自主创新能力不强,要推动产业结构优化振兴制造业,人才是基础。随着知识经济的到来,面临复杂的经济环境、就业人口结构变化、组织内外环境的变革,制造企业一直沿用的基于岗位的传统人力资源管理体系在快速变革的组织环境下已经不适应新时代的要求。基于能力素质的人力资源管理与开发是近三十年来学术界研究的热点领域之一。从基于岗位的传统人力资源管理模式向基于能力素质的新型人力资源管理模式的发展趋势已经得到研究者们的普遍共识。然而,发源于美国的能力素质模型,如何在中国"本土化"并创新中国制造业人力资源管理模式,推动制造业转型升级具有重大的意义。
China is approaching from 'Nation of manufacture' to 'Super Power of Manufacture'. the transformation and upgrading of manufacture is at the edge of turning point. However, Chinese Manufacture is at the low end of the global industry link. Lack of Innovation and creation, China is urgently pushing forward the evolution of industry restructure & optimization. No doubt, Human resource is the basic. With the advent of knowledge economy facing the complex economic environment, employment population structure change, organization of the internal and extemal environment changes, The manufacturing enterprise which is always based on the position of traditional human resource management system in the rapid change environment of the organization can't meet the requirements of the new age. Based on the quality of the ability of human resources management and development is nearly thirty years one of the hot fields in academic circles.The transfer from the traditional position-based HR management model to the new competency-based model, has been wildly recognized as the trend among researchers. However, the question as to how to 'localize' the new American competency-based model, using which to innovate our Chinese manufacturing HR management model, and to push the progress of manufacturing sector transformation, is of great importance.
