摘要
西部农业结构的战略性调整是西部大开发的重要内容 ,也是西部农业发展的必然选择。西部农业结构应实现四大战略性转变 :即产量型农业向效益型农业的转变 ,普通农产品生产向优质农产品生产的转变 ,初级农产品生产为主向农产品精深加工转变 ,片面追求经济效益向谋求经济、社会、生态效益同步提高转变。为实现上述转变 ,西部农业结构调整 :一要以国内外市场为导向 ;二要依赖农业科学技术 ,实现农业创新 ;三要重视畜牧业的转换增值和农产品加工增值 ,走产业化之路 ;四要加强农村基础设施和生态环境建设 ,为实现农业结构升级创造条件。
The strategic adjustment of the agricultural structure in the western regions is the main concern of the west development, and an inevitable choice for the agricultural development in the western regions. Four strategic conversions must be realized: from output-oriented agriculture to benefit-oriented agriculture, from ordinary products to high-grade products, from primary products to processed products, and from unilateral pursuit of economic benefit to synchronous advancement of economic, social and ecological benefits. To realize these four conversions, the agricultural structure in the western regions should be adjusted as follows: first, being foreign market-oriented; second, depending on agricultural technologies to realize agricultural renovations; third, empathizing the increment of stockbreeding through transformation and of agricultural products through processing on the way to industrialization; and fourth, strengthening the construction of the infrastructure of the countryside and ecological environment in order to create necessary conditions for upgrading the agricultural structure.
