摘要
老龄化是人口发展的重要趋势,在家庭养老功能日趋衰弱的背景下,居家养老成为了当前解决养老服务问题的重要途径。但居家养老在服务设施、资金投入、缺乏非政府组织支持、人才短缺等硬件方面,以及在政策支持、传统观念、运作机制、评估机制等软件方面都存在着很多发展障碍。亟需明确政府的主导责任、加大政策支持力度,理顺居家养老运行机制,提高居家养老服务人员素质,充分动员社会一切力量发展社会化养老事业,以利于居家养老服务的良性运行与可持续性发展。
The population aging has become an important trend.The home-based care for the aged has become an important approach to solve the social issue with the decline of family endowment.There are many obstacles to the hard ware of the service facilities,funding,lack of support of non-governmental organizations,personnel shortages and the policy support,traditional concept,operation mechanism,evaluation mechanism and other software.It should be clear of the government＇s leading responsibility of increasing support strength of policy,straightening the operating mechanism,improving the quality of personnel,mobilizing all the social power fully in favor of benign operation and sustainable development of the home-based care for the aged.
