摘要
仪器设备采购是高校办学过程中的一项重要任务,也是易存在廉政风险的工作。探讨了高校仪器设备采购廉政的制度与监督检查双约束机制,以及建立正负激励机制来加强设备采购廉政风险防范管理。阐述了如何实现预算与采购管理"两个结合",强化"三种意识",坚持"四项原则",做到"阳光采购"。
The equipment procurement is an important task with certain risks in operating process in colleges and universities.This paper specifies establishing the dual restraint mechanism of instituional restiction and supervision,and strengthening anti-corruption risk management of equipment procurement by introducing the positive and negative incentive mechanism.This paper also demonstrates how to implement ＂Two Combinations,＂ to enhance ＂Three Consciousnesses,＂ and insist on ＂Four Principles＂ in the budget and procurement management,to achieve the sunlight procurement.
