摘要
我国部分央企存在大而不强的问题,"十二五"期间的战略重组任务依然繁重而艰巨。部分央企在并购重组过程中缺乏有效管控,导致战略协同难以充分发挥、风险急剧增加。结合当前实际,本文提出了基于战略协同的集团管控建议,指出应尤其注重集团总部的定位、板块的整合、管控体系的匹配以及治理机制的完善。
A common problem with China's central enterprises is that they are large in size but weak in competi- tiveness. The strategic restructuring mission during the "Twelfth Five - year Plan" period is still arduous. Due to lack of effective control during mergers and acquisitions, some central enterprises find it hard to achieve full strategic coor- dination and risks have increased dramatically. Based on the current situation, the paper offers some suggestions for group control from the aspect of strategic coordination, and indicates that attention should be particularly paid to the positioning of group headquarters, plate integration, appropriateness of control systems, and improvement of control mechanism.
