反补贴政策实施中产业损害幅度确定的决策方法及实证研究 被引量:3

Industry Injury Confirmation and Empirical Research in Support of Countervailing Policy

摘要 反补贴已经成为WTO成员间贸易摩擦热点,产业损害是反补贴调查的重要内容,而产业损害幅度的确定是产业损害认定的核心问题。本文基于反事实分析与主成分分析方法,运用管理统计学与计量经济学模型,构建反补贴产业损害确定的FC(Factor analysis and Counterfactanalysis)组合分析法。同时,结合2006年中美铜版纸案件进行实证研究并得出相应结论,以期给我国进口反补贴调查机关在实施进口反补贴措施中的产业损害确定提供现实借鉴。 Countervailing is one of the hottest spots of trade frictions between WTO members.Industry injury is the essential content of countervailing investigation,and the confirmation of industry injury margin is the core of evaluating industry injury.Based on the methods of counterfact analysis and principal component analysis and employing the model in the field of management statistics and econometrics,the paper develops a FC(factor and counterfact) combined analytic approach to confirm industry injury in countervailing investigation.Then,based on the empirical research of U.S.coated paper cases in 2006,some conclusions are drawn as a reference for China’s import countervailing investigators to confirm the industry injury in their taking import countervailing measures.
