摘要
"工地社会"是指以劳动力产权关系为纽带,由众多具有不同利益、价值观和目标的行动者所组成的小型社会。"工地社会"是城市化过程中产生的一种特殊的社会形式,受经济利益、社会关系、价值关系等因素的影响,极易产生"工地社会"失范,其中工资拖欠问题最为典型。本文从社会失范角度分析"工地社会"失范的突出问题——工资拖欠,分析出现这一问题的根源,并进一步提出矫治"工地社会"失范过程中社会工作的介入模式。
As a typical social anomie behavior,salary arrears hindered the economic development and social stability,breaking the trading rules of labor property rights,violating migrant workers’basic human rights and the legitimate rights.This paper argues that there are three main reasons led to the anomie behavior of salary arrears.First,migrant workers stand in the weaker side of the labor relations due to the segmentation of the labor market.Secondly,Labor contract can not be implemented effectively.Third,the unspoken rules in the industry are very popular.Furthermore,opportunistic tendencies and the lower cost of default because of the Employers’moral hazard also contributed to the occurrence of anomie behavior.To prevent the occurrence of anomie behavior,this article put forward the idea of the correction in social work from the three levels of government,business and society.
