摘要
以1978-2010年中国各地区碳排放数据为依据,基于人均历史累计碳排放的视角,重新定义了碳排放公平中的碳洛伦兹曲线和碳基尼系数,并测算出碳基尼系数为0.24,处于相对公平的水平上。从区域上看,东部地区CO2排放比重大于人口比重,挤占了中西部地区的排放空间。从省际来看,我国CO2排放比重大于人口比重的省份主要有:东部沿海经济发达省份,西部内陆落后省份以及资源、能源大省。最后,基于人均历史累计碳排放的视角,对我国各地区2020年的碳排放量进行了空间分配。本文的政策含义:针对不同地域和经济发展的实际情况,实施有差别化的减排政策;制定碳排放指标,并按照年度进行分解,建立区域性的碳排放交易市场,碳排放较少的省区可以在保持自身经济增长空间的前提下,向碳排放较大的省区出售碳排放权;实施可行的碳税政策,提高各区域的减排成本,降低碳排放基尼系数。
According to 1978 - 2010 years of China' s regional carbon emissions data, based on the perspective of cumulative carbon emissions percapita, we redefine the fair carbon emissions related to the carbon Lorentz Curve and carbon Gini coefficient and work out the carbon Gini coefficient, which is 0.24, at a relatively fair level. From a regional point of view, the proportion of eastern region CO2 emissions is greater than the proportion of population, which squeezes the midwest emissions space. The Chinese provinces whose proportions of CO2 emissions are larger than proportions of population mainly include: economically developed provinces in the eastern costal region, less developed provinces in western region, and provinces of rich resources and energy. Finally, based on perspective of cumulative carbon emissions per capita, we do spatial distribution analysis on regional carbon emissions in China in 2020. The paper gaves suggestions : in view of the different regional and economic development of each region, we should implement different reduction policies. Make carbon emission index, establish regional carbon emissions trading market and make the annual decomposed carbon index, so that provinces of less carbon emissions can sell carbon emissions rights to bigger carbon emissions provinces under the premise of keeping their own economic growth pace. Implement feasible carbon tax policy, improve the regional reduction cost and reduce carbon emissions Gini coefficient.
