摘要
复杂的社会管理要求政府运用权力去引导、控制和规范公民社会的各项活动,以互动的方式,将分化的各利益集团引入可控的体制轨道之中,最终改变多元利益集团因自由竞争而导致的无序状态。目前,公民参与意识逐渐增强以及公民社会的发展等,都为协同治理模式在中国的实施适时地提供了契机。我们应在政府与公民社会的良性互动中,努力探求完善社会管理格局的举措——建立协同基础、优化协同环境、构建协同模式、实现协同运行的平衡等,以推动和谐社会的构建。
Complex social management requires the government to use its power to guide, control and regulate the activities of civil society. Bringing different interest groups into a controllable system through an interactive way, the government can change the disordered state caused by the free competition of diversified interest groups. At present, the awareness of participation and the rise of civil society provide a timely opportunity for the implementation of cooperative management mode in China. We should try to improve social management pattern in the positive interaction between government and civil society. Meanwhile, we should build a cooperative basis, create cooperative environment, set up the collaborative model, and reach the balance of collaborative operation, etc. to promote the construction of a harmonious society.
