摘要
我国可以说是世界上治水难度最大的国家,因此治水方略、治水科技需要比外国更高一筹,应当有我们更加独特的手段。研究新世纪活水方略,应当用资源水利的观念,把水多和水少的问题结合起来一起研究,充分利用洪水资源和“云水“资源。新世纪的治水方略一是要从建立一个立体的防洪工程体系,二是要从建立防洪减灾的社会保障体系入手。
As a country with most difficult task of managing water in the world, water philosophy and strategy in China should be much systematic and mature and water engineering and technology much advanced. In addition, we should develop our own unique measure. To research on water management strategy in the new century, we should connect the issue of sufficient water with that of water scarcity with concept of sustainable water resources to fully utilize flood resources and 'water-in-cloud' resources. The strategy of managing water in the new century should be commenced from two steps: first, to establish a stereoscopic flood control structural system, and the second, to establish social security system for flood control and disaster mitigation.
