科技体制改革的三维结构化重构与探索性分析 被引量:3

摘要 在系统回顾我国科技体制改革研究文献的基础上,按照实施主体和变迁过程两项标准,将科技体制改革模式分为4个类别。构建了科技体制改革的三维结构化模型,按照资源配置方式、利益分配及组织过程3个维度,对我国改革开放以来科技体制改革历程进行了探讨,并提出我国未来深化科技体制改革的方向和重点内容应集中在4个方面,分别是促进科技资源流动的体制机制,国有研究机构、大学及国有企业中的各类科技创新资源利用机制,科研组织边界界定及变动机制以及科研成果利益分配的制度安排。 This paper presents a systematic retrospect to the literatures of Chinese scientific and technical system reform, and ac- cording to the two standards of executor and transition process, four patterns are summarized in the reform of science and technology system. Constructing the three-dimensional structural model through analyzing the dynamic mechanism of science and technology system reform, and discuss the process since China's reform and opening-up respectively from three dimensions as resource allocation ways, profit distribution and organizational process. Finally, the article puts forward the direction and four key contents in deepening the science and technology system reform: to promote the system and mechanism of science and technology resources flow; to utilize all types of scientific and technical innovation resources including the state-owned research institute, university and state-owned enterprises ; to indentify the boundary of scientific research organization, and to arrange the interest distribution of scientific achievements.
