摘要
城乡基本公共服务均等化的实质在于缩小城乡之间的差距。从原则和标准、实施效果、产生的社会心理影响和对政府提供公共服务的影响四大方面来看,作为基本公共服务重要内容的新农保推进了城乡基本公共服务均等化。为进一步发挥新农保促进城乡基本公共服务均等化的功能,建议:畅通沟通渠道,构建农民表达机制;多管齐下,提高新农保经办管理水平;建立新农保监督、评估机制,确保公平兼顾效率。
The essence of urban and rural residents＇equal access to basic public service is to narrow the gap between urban and rural areas. Seen from the principles and standards, implementation effect, psychological effects, and influence on government＇s providing public service, the new rural social old-age insurance, as an important content of the basic public service, has promoted the equalization of urban and rural residents＇access to basic public service. In order to further play new rural social old-age insurance＇s function in promoting equalization of urban and rural residents＇access to basic public service, it is suggested that： clearing communication channels, constructing the farmers＇expressian mechanism; improving management level with multi-supervision ; creating a supervision-and-evaluation mechanism to ensure a fair balance and efficiency.
