摘要
上世纪90年代后,我国地方政府在国内外环境的影响下越来越广泛地参与各种形式、各个层次的国际合作。本文分析了地方政府参与国际合作的原因、特点,并指出了地方政府参与国际合作也面临着非主权性、受国际政治影响大、制度化水平低等进一步发展的困境。
Since the 1990s,by the influence of domestic and international factors,local government of China participating in international cooperation is becoming more and more widespread in various forms and multi-layered.This paper analyses the reasons and the distinct characteristics of the local government participating in international cooperation,and points out that the local government is faced with the dilemma of the sovereignty,the international political influence,institutional level,etc.
