The vitality of the system lies in implementation. To improve the system execution in military small- middle- scaled hospital, the flowing measures should be necessary: Enhancing the system perfecting and standard strength; Intensifying the publicity and education; Further cleating responsibility and establishing the mechanism of managers taking the lead in execution ; Strengthening supervision accountability and rewards and punishment; Establishing and perfecting the system of execution mechanism to ensure the system work well.
