Application of the Ratios of Energy-saving Benefit,Environmental Benefit and Economic Benefit to Investment Cost in Energyefficient Retrofit of Existing Residential Buildings

摘要 引入节能、减排和经济收益与经济投资比值,即EnIR、EvIR和EcIR,用于排序优选节能措施,并在最终的节能改造方案评价中修正为EnIgR、EvIgR和EcIrR,因为政府享受节能减排收益而居民只考虑经济收益,且由于政府和居民分担经济投资,可在投资额度不变的情况下,扩大政府和居民的收益。最后以杭州某建筑为例,研究分析节能、减排和经济收益与经济投资比值的积极作用。研究结果有利于推动政府与居民"共同投资、分享利益"双赢模式的建立。 The ralios of Energy-saving, Environmental and Economic benefits to Investment cost(namely EnlR. EvlR and EclR) are introduced to rank energy-conservation measures and to select the measures with higher cost-effec- tiveness for constituting the final plan, sn limit investment capital could achieve more energy-saving and envirnnment benefits: Secondly. in the evaluation of final plan. the Ratios are modified to E,flgR, EvlgR and Ech'R, because gov- ernments only could enjoy energy-saving benefit and environmental benefit while residents pay more attentim on e- conumic benefit, while share only partial investment cost bu! enjoy all economic benefit, but for co-investment both governments and residents could achieve more benefits without the change of their individual parts of investment cost. Finally. a case building in Hangzhot, is employed to demonstrate the functions of the Ratios. The results shouhl help to the development of Win-win model in which governments and residents "co-invest and co-benefit".
