摘要
基于"区域灾害系统论",以重庆市为例,进行了灾害系统的层次分析;提出重庆市灾害系统由孕灾环境、致灾因子、承灾体三个子系统构成,各子系统之间相互联系与作用。重庆市境内以洪涝、地质灾害为主的自然灾害和以各类安全责任事故为主的人为灾害,造成较大的经济损失、人员伤亡。环境灾害对自然资源与环境系统扰动大,影响区域可持续发展。最后提出基于灾害系统层次的防灾减灾对策:(1)增强孕灾环境的稳定性;(2)降低致灾因子的风险性;(3)降低承灾体的脆弱性。
Based on the "theory of regional disaster system", this study, analyzed the structure and elements of Chongqing disaster system. Then put forward that Chongqing disaster system consists of three subsystems:hazard, hazard-formative environment and hazard affected bodies. Natural disasters and man-made disasters causes great economic losses in Chongqing every year. Distur-bance of environmental disasters acting on natural resources hinders regional sustainable development. Finally,aimed at disaster prevention in Chongqing, countermeasures proposed: (1) Enhance the stability of hazard-formative environment; (2) Reduce the hazard risk; (3) Reduce the vulnerability of hazard-affected bodies.
