摘要
在能源消费需求日益不断扩大情形下,发展低碳能源金融是促进企业节能减排以实现可持续发展的有效途径及基本措施,但目前低碳能源金融存在着社会认识不足、管理体制不适应、能源科技基础薄弱等问题。政府应当加大低碳能源金融发展战略宣传力度,提高金融全行业低碳能源金融意识;深化金融体制改革,创新低碳能源金融发展的金融业务运作模式;加大对低碳能源金融发展支持力度,优化促进低碳能源金融发展之政策环境;强化企业环境保护社会责任,加强企业与金融业的协作;加大对能源科技开发与应用的支持力度,提升我国能源科技整体实力与水平。
In the case of expanding demand of energy consumption, the development of low - carbon energy finance is an effective way and measure to promote energy conservation and achieve sustainable development. But there are some problems on the low - carbon energy finance, such as lack of social awareness, unsuited financial management system and weak tech- nological basement. Government should increase propaganda on low -carbon energy finance and development strategy, to improve the financial industry - wide low - carbon energy financial sense ; deepen the reform of the financial system innovate the financial operations ; increase efforts to support low - carbon energy finance, optimize financial policy envi- ronment to promote the development of low - carbon energy finance; strengthen enterprises＇ environmental social respon- sibility and the collaboration of enterprises and the financial sector; increase efforts to support the development and ap- plication of energy technology to enhance the overall strength and level of China~ energy technology.
