摘要
伴随着政府职能转变和社会管理创新的持续推进,志愿服务作为一种崇高的行为和重要的社会服务事业已经开始发挥自身的巨大作用。在政府官方组织的志愿服务之外,社会上正在形成一股强大的民间志愿服务力量。这些自发的民间志愿组织在贫困救助、社会应急等方面发挥着越来越重大的作用。但这些组织亦面临着合法性危机、社会认同危机和资源缺少等问题。政府应正确应对民间志愿组织的崛起,双方应在互动合作、竞争发展中实现管理、激励、监督机制的制度性创新。
With the transformation of government functions and social management innovation of continuous propulsion, volunteer service as a noble behavior and important social services has begun to perform its huge function. Except government-organized voluntary service, a strong folk volunteer service is being formed. These spontaneous folk volunteer organizations are playing a more and more important role in poverty relief and social emergency. But these organizations are also facing the legitimacy crisis, social identity crisis and problems such as the lack of resources. The government should correctly deal with the rise of folk volunteer organizations.
