摘要
近年来,海上溢油事故频频发生,成为严重破坏海洋生态的主要因素之一,侵害了人类生存与发展的根本利益。预防为主是维护海洋生态系统稳定的正确路径。海上石油开采和用油、运油等企业以及其他可能造成海上溢油生态损害后果的企业作为环境责任主体之一,应提高环境责任意识、遵守企业环境信息公开义务、完善企业安全生产监管体系和风险防范机制,预防海洋生态损害的发生,维护海洋生态安全。
Oil spill is One of the main factors for serious damage to marine ecology , infringe on the fundamental interests of human survival and development. Prevention is the correct path to safeguard the stability of the marine ecosystem. Corporate is one of the main body of environmental responsibility. In order to prevent the occurrence of damage to the marine ecosystem and protect the marine ecological security, corporate should increase awareness of environmental responsibility, compliance with environmental information disclosure obligations, improve enterprise production safety supervision system and risk prevention mechanism.
