摘要
水资源短缺和水环境恶化是河北省最为突出的问题，河北省应把水生态修复作为工作目标，核心是对水资源与水环境进行综合管理。在分析河北省水资源与水环境面临的问题的基础上，剖析其成因，从机制、技术以及管理等层面，提出实行水资源与水环境综合管理的对策措施。
As the environmental degradation and water shortages are the most outstanding problems in Hehei Province, ecological restoration of water should be the objective, its core is integrated management water and environment in the Province.
