摘要
上世纪六十年代是国际核不扩散机制形成和发展的关键时期,然而以色列却在此期间成功地拥有了核武器。以色列能够成为一个隐秘的"核国家"并非因为美国的"帮助"或"双重标准"政策,而在于它不仅具备了发展核武器的各种要素,同时又巧妙利用各种有利条件成功抵制了来自外部的重重压力。不过,虽然以色列最终成功地获得了核威慑能力,但在美国核不扩散政策的压力下,也只能以"不可见(invisible)"的形式秘密拥有核武器,并失去了通过公开途径成为"核国家"的最佳时机。
The international nuclear non-proliferation regime was formed and developed very quickly in the 1960s, during which time Israel developed its nuclear weapons successfully. The reason for Israel to be a secret nuclear power is not the United States＇ help or double standard policy, but because it had all the conditions for nuclear weapon development, and resisted all the pressures from the outside successfully and Subtly.
