Research review on safety performance measurement in collectivized enterprises

摘要 安全绩效的研究伴随着生产的发展而发展,安全绩效测评已从过去的基于事故等结果性指标转向具有预防性的先行性指标。尽管不同的组织和学者从各自行业和安全管理学分支建立了安全绩效的测评维度,但众研究仍过多地依赖于行业安全技术,相互间缺少一致性,使得基于不同维度的安全测量方法难以达成共识,而近年来生产实践中存在的问题促使安全绩效的研究从组织转向政府。从安全绩效的定义、安全绩效测量维度与指标以及安全绩效测量方法等方面梳理了近年来国内外的研究进展与动态,分析了我国企业安全绩效实践中存在的问题并给出相应的建议和解决措施。 This paper is aimed at summarizing and analyzing the background and research trends of the safety performance based on itsdefinition, dimensions and indicators and measurements to be taken through a literature review. With the speeding up of economic deve-l opment in China, the scale of enterprises keeps expanding, and in turn, more and more enterprises have been taking the road for collectivization. The great challenge of the mergingtendency has caused the parent companies pay more attention to the management rather than the supervision itself on the work safety domain. Therefore, in order to prevent production and management accidents towin more business opportunities in the tense market competition, it is of the key importance for the enterprises to learn to protect themselves by improving their own running style. At the same time, we would also like to make a discussion over the related problems of safety performance measures in Chinese enterprises and propose recommendations for their own sel-f management. In addition, since safety performance we are dealing with is characteristic of Chinese enterprises, there hasn’t yet been a clear-cut consensus. So, its definition should be made based on the characteristics of Chinese collectivized enterprises. In China most enterprises still focus themselves on the lagging indicators of safety performance. The focus of the safety performance of these enterprises has been shifting from the traditional indicators to leading indicators in recent decades. And, more and more businesses, industries and companies have set up their own different safety performance dimensions just including the two categories. In addition, few assessment methods have been adopted in the safety performance study. Among them, there hasn’t been consensus over the safety performance measures among the industrial trades because of the different industry backgrounds. Therefore, in order to keep speeding up their own economic development in China, they should pay more attention to setting up reasonable safety performance assessment means to strengthen the consensus in these enterprises and turn to the government supports at different levels. And its construction of business safety performance should come from their own enterprise demands, which should be constantly followed by all the members of such enterprises.
