摘要
法律与政策的关系一直是法学界研究的重点,作为调整社会关系的两种不同形式,二者共同促进了武汉城市圈的发展。然而,在武汉城市圈建设初期,政策发挥了比法律更为广泛的作用,除一部地方性法规外,武汉城市圈的规范性文件均体现为政策。文章从政策视角出发,分析了武汉城市圈政策体系的现状及存在的问题,提出了完善政策体系的若干建议。
The relationship between law and policy has always been the focus of the study in jurisprudential circle. As the two different forms of adjusting the social relations, law and policy together promote the Wuhan municipal economy circle. However, in the early stage of the Wuhan municipal economy circle, policy plays a broader role compared with law. Except a local regulation, all the regulatory documents are policies. In this article, from the policy perspective, the writer analyzes the current situation and the existing problems of the policy system of the Wuhan municipal economy circle in order to come up with some advice.
