摘要
运价管制是国家对铁路实行管制的主要内容。本文分析了管制的成因 ,提出了国家应放松对铁路管制的主要理论依据和实证分析。结合我国铁路实际 ,研究放松管制的必要性与可行性 ,指出放松管制将促进铁路发展和满足社会福利最大化的双重收益 ,不会导致铁路运价的无节制上升。最后提出放松管制应采取的主要措施。
The railway rate regulation is the main regulation which the government takes over the railways. This article analyses the reason of the regulation and puts forward the theory basis of relaxing regulation. Based on the actual situation of Chinese railway ,it studies the necessity and possibility of relaxing regulation .It points out that the relaxing regulation would promote the railway's development and meet the needs of social welfare maximum ,but would not result in excessive rising of the railway rate. It puts forward also the main measures which should be adopted in the relaxing regulation.
