摘要
根据对广西、江西、湖北、四川等南方四省(区)21家典型农民用水户协会的调查,对其建设运行现状、存在的问题及归因等有了进一步认识。调查表明,协会在承担工程管护责任、提升灌溉用水效率、规范用水秩序、参与新农村建设等事务中发挥了突出作用,但仍存在4个方面的问题:工程底子薄欠账多,工程管护及日常运行经费缺口大,自身管理经验欠缺,无法拥有工程产权等。提出了推动协会发展的具体建议:国家出台农民用水户协会管理条例或管理办法,进一步宣传贯彻落实中央末级渠系水价改革政策等。
According to the investigations of 21 typical water user associations of farmers(WUAs) in southern provinces(autonomous region) China,Guangxi,Jiangxi,Hubei and Sichuan,the status of their operation and management and the existing problems are analyzed.The results show that WUAs play a prominent role in assuming the project responsibility,improving the efficiency of irrigation water,regulating the water supply order and promoting the new rural affairs.However,there still are 4 kinds of problems: weak project foundation,insufficient fund on project management and protection,insufficient management experience and insufficient project property.7 specific recommendations for promoting the development of WUAs are proposed: understanding of their important role,further implementation of water price policy,formulation of their management approaches by the central government,increase of investment for their project renovation,implementation of special funds for their institutional capacity,implementation of project property ownership and cultivation of their demonstration projects.
