摘要
针对我国重要的粮食生产核心区——黄淮海粮食主产区农田水利建设存在的问题、面临的形势及保障粮食安全的要求,结合黄淮海粮食主产区县域农田水利建设的实际情况,构建了包括工程服务保障能力、工程建设与管理、持续发展支撑能力等3个方面20项评价指标的县域农田水利建设评价标准体系,并研究提出了各项指标评分的建议标准及反映主要农田水利建设水平指标的标准值,可为黄淮海粮食主产区乃至全国推行农田水利建设和管理标准化提供参考。
In accordance with the existing problems, the situation to be faced and the requirements on the guarantee of food secu- rity during the farmland water conservancy construction in the main grain production areas of Yellow River-Huaihe River-Haihe River Plain the important core areas of grain production in China, the evaluation index system for the county-level farmland water conservancy construction, which consists of 20 evaluation indexes in three aspects of the engineering service support capa- bilities, project construction and management, support capacity for sustainable development, is established herein in combination with the actual situation of the county-level farmland water conservancy construction in the main grain production areas therein; furthermore, the suggested standards for the scoring of all the indexes and the standard values to reflect the main indexes for the level of the farmland water conservancy construction are studied and proposed, and then a basis is laid for implementing the standardization of the farmland water conservancy construction and management not only in the main grain production areas of Yellow River-Huaihe River-Haihe River Plain, but also in the whole country.
