摘要
公共数字服务均等化建立在公民文化权益的基础之上,对文化权益的追求是其动力之源;公共数字服务均等化是和谐社会建设与发展的题中之义,有助于推进社会效益,弥合数字鸿沟,保障社会公平;公共数字服务均等化是公共服务型政府构建公民社会的基石,政府应加强公共数字服务意识,并为之提供必要保障和完善顶层设计。
Public digital service equalization is on the basis of citizen＇s cultural rights and interests. This pro- vides the power to push the public digital service forward. Public digital service equalization is the key point of harmonious society＇s construction and development. It can promote the social efficiency and eliminate the digital divide and ensure social fairness. Public digital service equalization is the foundation stone which public serv- ice-oriented government to construct the civil society. The government should have more awareness of public digital service and provide necessary guarantee and consummate top-level design.
