摘要
在分析新型城镇化内涵的基础上,从资源与环保、经济发展、社会发展三个层面构建了新型城镇化的二级评价指标体系,综合运用熵权法和多指标综合评价模型,构建了新型城镇化水平的定量化评价思路和框架,采取2010年数据,对新疆15个地、州、市的新型城镇化水平进行了定量评价。研究结果表明,从总体来看,乌鲁木齐、克拉玛依发展最好;在经济发展方面,克拉玛依发展水平最高;在资源与环保建设方面,克拉玛依、阿克苏、巴音郭楞蒙古自治州相对较好;在社会发展方面,乌鲁木齐的情况最好。研究为新疆新型城镇化水平的评价提供了定量化研究的基础。
On the basis of an analysis on the definition of new type of urbanization, this paper builds up a two-level evaluation index system of new urbanization from the three perspectives including resources and environment, economic development, and social development. By comprehensively applying the entropy method and the multiple index comprehensive evaluation model, the paper constructs a quantitative evaluation framework. Moreover, a quantitative evaluation is conducted on the urbanization level of 15 cities, prefecture-level cities, and autonomous prefectures of Xinjiang, using the data of 2010. The results show that the general development level of Urtmaqi and Karamay are relatively high; the economic development level of Karamay is the highest in the region; the resources and environmental protection level of Karamay, Akesu and Guole Mongolia Autonomous Prefecture are relatively higher; and the social development level of Urumqi is the highest in the region. This study provides a basis of quantitative research for the evaluation of new urbanization level of Xinjiang.
