摘要
本文结合当前我国社会经济发展形势,阐明了实行社会保障管理体制改革的必要性和迫切性,分析了现有社会保障管理体制存在的主要问题,即社会保障管理存在职责交叉与分散问题、社会保障行政主管部门与经办机构存在政事不分的状况、社会保障管理与服务没有实现一体化。按照大部门体制改革的要求,明确了改革完善社会保障管理体制的目标,提出了统一社会保障行政管理机构、加强社会保障经办机构建设、构建综合的社会保障管理服务大平台、制定完善相关法律体系、充分调动社会参与等改革建议。
Considering the current social situation and economic development in China, the paper expounds the necessity and urgency of the reform of social security management system, and analyzes the existing problems of the system that include: segregation of the functions of public administration, intersection of the functions between the administrative departments and the agencies, and absence of integration of management and service. According to the Requirements of the giant department system re form, the paper states the goal of the reform, and puts forward some suggestions as follows., integrating the administrative management institutions, strengthening the construction of agencies, constructing a comprehensive platform of social security services, improving relevant laws, and mobilizing social participation fully.
