The Obama Administration and Asia-Pacific Regional Order

摘要冷战结束以后,尤其是21世纪以来,中国的崛起和东亚地区合作的开展推动着亚太地区秩序的转型。奥巴马政府上台后,推进亚太"再平衡"战略,着力打造跨太平洋体系,以塑造新的亚太地区秩序。该秩序的特点是以美国主导的共同体秩序为核心,并带有大国协调秩序和两极秩序的元素。奥巴马政府的亚太战略以制衡中国力量和影响力的上升、巩固美国在本地区的利益和地位为目标,加大与中国的地缘政治和地缘经济竞争的力度,重塑地区政治经济格局。该战略的实施一方面凸显了地区秩序中的安全因素,提升了美国对地区事务的影响力,巩固了美国对亚太秩序的主导地位;另一方面,这些战略举措增加了中国在亚太所承受的外交与安全压力,掣肘着东亚合作的发展,并加剧了地区秩序两极化的张力。与此同时,奥巴马的亚太战略也面临着一系列复杂的挑战,主要表现在新形势下美国在地区事务中角色的恰当定位、安全牌的限度、如何处理美国与中国的关系、如何调节东亚秩序与亚太秩序的关系等问题上。展望未来的亚太新秩序,其塑造力量将更加多元,支撑机制会更加多样,秩序运行的规则将更多地带有亚洲的印记,太平洋两岸在该秩序中的地位亦将更加对称。 Since the end of the Cold War,and particularly the beginning of the 21st Century,the rise of China and the unfolding regional cooperation in East Asia have facilitated the transformation of the Asia-Pacific regional order.The Obama administration,from the outset,has been pushing the rebalance to Asia strategy,aimed at building a trans-pacific system and shaping a new regional order in the Asia-Pacific region.Such an order is based on U.S.-centered regional community,buttressed by a concert of powers and bipolar approach.Obama administration's Asia-Pacific strategy is intended to counterbalance the rise of China's power and influence,enhance U.S.interests and position in the region and reshape political and economic landscape in the Asia-Pacific region.The implementation of this strategy has given prominence to security factors in regional order,extended the U.S.influence on the regional affairs,consolidated the U.S.position in the Asia-Pacific,generated more diplomatic and security pressure on China,impeded East Asian cooperation and intensified the bipolarization of regional order.On the other hand,this strategy is also confronted with such complex challenges as how to properly define the U.S.role in regional affairs under the new circumstances and the limit of security card,how to deal with China,and how to handle relations between East Asian order and Asia-Pacific order.Looking into the future,a new Asia-Pacific regional order will be shaped by plural forces and buttressed by more diversified mechanisms,the rules and norms of its operation will have more Asian features,and the two sides of the Pacific Ocean will increasingly occupy equal positions in the emerging regional order.
