摘要
在资源日趋紧张、环境压力加大的国际大背景下,建设资源节约型和环境友好型社会,已成为世界各国共同追求的目标。产业是构建两型社会的重要载体,其两型化发展至关重要。本文首先采用超效率DEA对我国30个省级区域2002~2010年产业两型化发展效率进行测算,刻画了我国区域产业两型化发展效率分布的锥型特征。在此基础上从技术进步、产业结构、环境规制和开放程度等维度构建影响因素分析模型,研究结果表明:技术进步、高新技术产业占比对产业两型化效率存在显著且稳健的正向作用;重化工业占比对产业两型化存在负向作用;而环境规制相关变量和开放程度相关变量在不同估计方法中的结果并未出现一致的稳健性。本文据此提出相关政策建议。
With an international background of increasingly great resources and environment pressure, to building a resource-saving and environment-friendly society has become the common goal of all countries. Industry is a key carrier of building such a society, thus it is critical to develop it in a resource-saving and environment-friendly way. Based on this, Super Efficiency DEA is used to calculate the efficiency of two-oriented development in industry by using data from 30 provinces between 2002 and 2010. Meanwhile, this paper illustrates the cone type characteristics of China^s regional industrial two-oriented development efficiency distribution. Then, this paper analyses the influencing factors and build its empirical model from the perspective of technological progress, industrial structure, environmental regulation and the degree of openness and other dimensions. The results show that: technological progress and the higher proportion of high-tech industry has a significant and robust positive effect on two-oriented development, while higher proportion of heavy chemical industry plays a negative role in it. However, environmental regulation variable and openness variable do not show a consistent robustness when different estimation methods are used. Finally relative policy recommendations are put forward.
