摘要
水生态文明是生态文明的重要组成和基础保障。在当前加快推进水生态文明建设的形势下,开展水生态文明分区分类建设具有重要的战略意义和现实基础。在分析我国国情和国际趋势的基础上,探讨了我国水生态文明建设分区分类策略的战略构架,提出了以水生态分区为基础的初步框架,并指出了流域尺度、城市单元及生态学规则的重要性及与主体功能区规划衔接的必要性,以期为我国水生态文明建设的顶层设计和试点工作提供思路和参考。
Water ecological civilization is a basic part and guarantee of ecological civilization. Zoning and classification for water ecological civilization construction is of strategic significance and also a realistic measure for speeding up the process. Studies are made on the strategic framework of zoning and classification of water ecological civilization construction on the basis of examination of local condition and international trend. A preliminary framework based on aquatic ecological regionalization is created in order to provide a reference for the top-level design and pilot project construction, taking the importance of watershed perspective, city unit scale and ecological rules, as well as the necessity to connect with main functional area planning into consideration.
