摘要
分析了水生态文明建设的内涵和特征,探讨了水生态文明与生态文明的关系及实践路径认识,提出要从四个环节加强工作,即确保河流自然形态完存、水资源寿命的可持续和水资源品质的优良,做到水流、水量和水质三个安全,同时确保对水的认识和管理到位,坚持水观念正确,并从理论体系建设、发展战略和布局、政策法规、制度等方面提出推进水生态文明建设的几点建议。
Based on analysis of inherent and feature of water ecological civilization construction, the relationship between water ecological civilization and ecological civilization, and its practical route are discussed. Special focus needs to be placed on four key areas, including keeping the natural status of river, sustainability of water resources and better water quality, ensuring safety of water flow, quantity and quality, raising awareness of water with good practice, and insisting on a correct concept of water. Several suggestions to promoting water ecological civilization construction are put forward in terms of building theoretical system, development strategy and layout, policies and regulations and management system.
