摘要
在剖析水生态文明内涵基础上,分析了我国水生态文明的现状,对影响我国水生态文明的主要问题以及产生问题的主要原因进行了剖析,结合我国经济社会发展的未来态势、需求和价值取向,提出了进行水生态文明建设的主要对策:一是优化国家水土资源的总体配置格局;二是全面建设节水防污型社会;三是构建健康优美的河湖水生态系统;四是建设水生态文明的制度保障体系。
On the basis of examining inherent of water ecological civilization, the current situation in China is reviewed. Main issues related to water ecological civilization and causes of problems are exploited. Four measures for initiating water ecological civilization are put forward in light of future trend of economic and social development, demand and value orientation, including optimizing general distribution pattern of national water and land resources, constructing water-conserving and pollution control society, creating a healthy and beautiful river-lake ecosystem, and building a guarantee system for water ecological civilization.
