摘要
一个有文化自觉和文化使命感的政府,必然会明确其在根文化传承与创新中的地位和作用,充分发挥政府的职能作用,集中力量加强文化的保护与建设,以历史发展的眼光遏制短期政府行为,以战略的规划理清城市发展前景与功能定位,以凸显文化特色来挖掘城市文化内涵与潜力,以传承和创新来推进文化的发展与提升,以体制和政策来规划引导文化的未来走向与发展路径。
A government with cultural awareness and sense of cuhural mission is bound to clarify its position and function in the cultural inheritance and innovation of the root culture. The government would play a full role and focus on strengthening the protection and construction of the culture, to curb short-term government behavior with historical development perspective, to clarify the future urban development and function with strategic plan- ning, to tap the innovation and potentiality with emphasis of the cultural characteristics, to promote the cultural de-velopment and enhancement with view of inheritance and creativity, to plan and lead the future direction and devel-opment paths of the culture with institutional and policy framework.
